Say, if you have a rule that activates at the beginning of each turn and produces an effect around a specific set piece, that would be one rule, since both need to exist for the rule to work. But if you have a general rule and a set piece that has nothing to do with it (and produce an independant effect), that would be two rules.
For instance, the latest World Championship map was designed to play in only one direction. And the number of starting places could be an intentional design decision (although I would leave at least 8 of them so it doesn't required any rules changes).
If you want to add another set piece that has its own rules, then it will count as your map's special rule for the contest.
If you make a variant that uses the same rules as a tree/bush/crate for flavor purposes, this won't count as your special rule if they are mechanically identical to the originals.
I need some help with the translation of my special rule.
"No bushes, trees and crates in this indoor map. A Wall occupies the side between two cells, not a cell itself which remains a free cell. A Wall is Impassable, and blocks the Lines of Sight. A Wall also blocks Area of Effect spells. If the line between the Targeted Cell and an Additional Target crosses a wall, the Additional Target is not included in the Area of Effect. A Blue Wall (lower) doesn't block the Lines of Sight, so it is possible to make a melee attack over."

The section I crossed out was a little unclear, I would suggest the following: "A Wall also blocks Area of Effect spells. If the line between the Targeted Cell and an Additional Target crosses a wall, the Additional Target is not included in the Area of Effect."
